Single Market Strategy: Time for concrete action in the taxi and ride-hailing sector

Move EU, the association representing Europe’s leading ride-hailing platforms, Bolt and Uber, strongly supports the Commission’s commitment to apply EU single market rules and principles to the taxi and private hire vehicle sector. This is a crucial and essential step for unlocking the full potential of urban transportation across Europe.
While passengers can access the same apps across the EU, drivers continue to face inconsistent rules that prevent the seamless provision of services everywhere in Europe. This contrasts sharply with the relatively free movement enjoyed by other digital services.
In its 2022 Notice, the Commission outlined how to tackle local regulatory barriers to make ride hailing services more sustainable, accessible, and fair. Yet three years later, ride-hailing remains a prime example of a regulated profession still facing a patchwork of outdated national and local service barriers - from complex licensing systems to duplicative exams - that stifle innovation, limit consumer choice, and hinder professional drivers.
As a result, rides in many parts of Europe continue to be delayed for no reason, continue to be less affordable for no reason, and continue to be less available and accessible for no reason.
We welcome the Single Market Strategy’s call to reduce regulatory burdens in the ride-hailing sector that is used by millions of Europeans as part of their daily mobility needs. Reducing barriers in ride-hailing services and introducing market-based solutions can increase the sector’s gross value added and help ensure fair competition for everyone involved.
Move EU urges the European Commission to turn the Single Market Strategy’s commitment into concrete actions. A modern, consistent regulatory framework is urgently needed to unlocking ride-hailing’s full potential, delivering benefits for drivers, passengers, and cities and strengthening the EU’s digital and green transitions.
