Council calls on Commission to facilitate access to on-demand mobility services

Brussels, 28 May 2026 — EU governments today formally recognised the important role that on-demand mobility services - such as ride-hailing - can play in making tourism across Europe more connected, competitive and sustainable.

In the newly adopted Conclusions on “Building a sustainable and competitive tourism for the future”, the Council calls the European Commission to improve seamless multimodal travel between destinations, information and services, integrated ticketing solutions, and most importantly - to facilitate access to on-demand mobility services.

The recognition comes at an important moment as the European Commission prepares its Sustainable Tourism Strategy. Already last year, the Commission itself announced in the Single Market Strategy and the 2030 Consumer Agenda that actions to apply the principles of the Single Market to taxi and ride-hailing sector, but so far without concrete action.

Mobility will play a key role in enabling a more connected, competitive and sustainable tourism ecosystem across Europe, and a clear European regulatory framework could help the ride-hailing sector to unlock its full potential.

“Europe cannot promise seamless travel while passengers still face fragmented and outdated mobility rules depending on the city or country they are in,” said Aurélien Pozzana, Chair of Move EU. “Today’s Conclusions are an important political signal. The next step should be concrete EU action to reduce barriers, modernise the rules and make on-demand mobility work better for consumers, tourists and drivers across Europe.”
